As far as i know hoobs also uses homebridge internally so i do not think that there should be any difference in the behavior. You can check the debug log for any errors, but other than that i cannot think of any reason why that should behave differently...
I’ve reinstalled the plugin multiple times and the switches in the home app will not turn off after being pushed like they always have. I don’t know what to do.

Like i said i can have a look at the log if there is anything suspicious, so you can post some homebridge debug log from when you try to use those switches.
The log doesn’t even register anything. When I press a tile in the Home app it doesn’t show up in the log at all. I’ve got debugging enabled. It’s as if the accessories aren’t even linked. Which in the home app, the bridge doesn’t show any linked accessories even though there are several. Every other bridge from Hoobs shows the linked accessories but this plugin does not.

Then you probably do not have debug log enabled. There should be quite some output in the log if you have homebridge running in debug mode and the property deepDebugLog
set to true.
All enabled but the log doesn’t register any button presses.

Button presses should definitely trigger some output in the log if everything is enabled correctly which i mentioned above. Anyway, if there are no errors in the log or "no response" messages on the accessory then I can assume that the plugin is working correctly and your issue lies somewhere else.

Also, why aren’t the accessories showing up under the bridge? They aren’t showing in the Hoobs web interface or in the home app.
Zero accessories showing even though I have several created.
All other bridges and plugins show accessories linked to their respective bridges.

You can upload the video somewhere and post the link here.
Accessories are not showing up automatically because tv accessories are special ones and you need to add them manually as stated in the README.
You’re misunderstanding. The TV accessory and bridge are added to the home app. Every other bridge I have in the home app shows the accessories linked to that bridge. The Webos bridge is the only one that doesn’t show any linked accessories anymore. It used to show but ever since I separated each plugin to their own bridge, it no longer shows any accessories.

See below. The other bridges show their accessories. The Webos bridge doesn’t show a single accessory even though I have 19 accessories under that bridge.

Oh, I guess then your issue lies somewhere else, probably some caching issues with your setup. I would recommend to clear all the caches in your homebridge setup and delete all cached accessories.
I already deleted & reinstalled the Webos bridge and Webos plugin multiple times.

I do not think that reinstalling the plugin or bridge will help you since it does not clear the caches. You need to delete/clear them explicitly.
Tiles created for picture modes, remote control buttons, and notification buttons aren’t acting in a stateless manner anymore. They used to turn off almost immediately after pushing the tile. Now they will stay “on” until I refresh the Home app.
