This one is ready for review. It might be good to merge this and #423 if possible before the meeting this week so we've got a complete re-organised book to look at?

(There's still a FIXME in the new provenance.Rmd file related to conda environments, but this issue cuts across install.Rmd and packaging.Rmd too so it would be good to chat about it in person during the meeting.)

Thanks, @lwjohnst86. I like the GitHub tags/releases suggestion. I've incorporated it into the most recent commit.
