Governance as taught in book #80

From #65:

governance is currently covered in community involvement AND team package development. I think we can change the section in community involvement to focus on people using the code themselves (and tie in filing issues, maybe issue templates, and perhaps move the reprex section there? not address governance this early, though), while team package management focuses on governance. That makes the flow of the book focus mostly on a single person developing the code in the first half, but then recruiting additional contributors in the second half. --- @k8hertweck
