This issue tracks development a minimal, viable worker engine.

Key features to aim for during the implementation:

[x] User should be able to enqueue a job in a given queue.
- [x] User should be able to pass parameters to the job.
- [x] User should be able to set job priority.
[x] Worker should be able to pick next job to execute from the set of queues, respecting concurrency and priority settings.
[x] There must be automated test cases coverage for the functionality implemented.
