Email Notifications - No EDI Received #485

Update the Email Notification for "No EDI Received" to include the date that there was no EDI files received.

The alerts should only be sent for EDI that is set to "Receive" in the Program EDI Header records. Another alert can be recreated in the future to handle "Send" (e.g. EDI 210 and 214 files).
