Dashboard - Only Count Orders for No POD Completion If Quantity Count Is Greater Than Zero #503

On the Job Dashboard, the No POD Completion card count should display the number of orders that do not have a POD and that have a Quantity Actual count greater than zero. The card should not count "Parts Only" jobs.

@nmfujimoto Testing completed on Staging server and It is working as expected.
