Better permission system #79

Instead of giving access to all and only the users with Manage Webhook permissions give server admins a way to specify which users can use it. This could be done through the Discord Command Permission settings, with a bot command, or through the dashboard.

Additionally, it would be good to have a list of users that have access to / have used Embed Generator in the dashboard.

It's Really Needed Right Now. Because It's Like Very Hard If A Raid Or Smth Happens To Find Who Did It. This Same Happened With My DiscoHook.

Just to clarify: If someone has a webhook URL from your server they can send messages without any restrictions. There is no way for Embed Generator to know who sent the messages then.
