Add faucet feature #45

[x] Create a page at /faucet
[x] Create an api to ask the faucet POST /api/faucet
[x] Import account based on mnemonic
[x] Create message and encode it to send to tendermint
[x] Create twitter pay wall to limit spam
[x] Create UI

Can run the faucet script with node api/tendermint/faucet.js
