Overhaul boundary Hessian computation

The animate.recovery.recover_boundary_hessian code could do with some reworking. For example:

• Avoid directly editing Function.dat.data_with_halos.
• Avoid using the metric_from_hessian kernel; instead, see if RiemannianMetric.enforce_spd could be used.
