Added voltage2/current2 and voltage3/current3 to env metrics fields Added INA3221 sensor type (14)

This PR, and the associated PR to the firmware repo, enable the TI INA3221 3 Channel Voltage / Current Sensor.

Going to hold off on this PR until power metrics can be split off into it's own payload variant
