Add IL region #514

Add Israel region (AS923-4). Rest of the code will be updated in the relevant repos.

Do you have a link to the regulations? Has there been an update? when we last looked only lorawan was allowed in Israel with a 1% duty cycle.

There's only the lorawan document I've found which only allows 1% duty cycle: https://resources.lora-alliance.org/technical-specifications/rp002-1-0-4-regional-parameters. On the site of the ministry of communication, the only document I've found that mentions LoRa is even less permissive. @GUVWAF 1% is too low for meshtastic right?

Realistically, yes 1% is too low for a decent mesh. You can maybe use it with 5 nodes with all periodic broadcast intervals set high, but that's about it.
