Random starting values of environment #36

Problem: Environment starts at the same values all the time. This leads to deterministic environment and learning could be hindered by this.

Solution:

[ ] add random starting values: draw values from normal distribution with mean at init values alternatively:
[ ] create e.g. 5 scenarios and then draw environment's init values from this scenario
