DOC: deploy documentation using Github Pages #529

This is very simple and does not allow for multiple versions of the documentation to be published. I think it would not be too hard to add, but I don't think it would add much value for the meson-python documentation.

I think we merge this, build the latest tag, ensure it shows up on https://mesonbuild.com/meson-python, and if it all looks good then we update the doc links in README and pyproject.toml in a follow-up PR.

I just did that and everything looks good. I'll follow up with a PR to update the URLs.
