This updates oatpp and oatpp-test to the latest upstream release.
The name of the new version is 1.3.0-latest, so NON SemVer (which is bad). So we have to make a decision, since meson only supports SemVer version names (which is good):
[x] just call it 1.3.0 and make the wrap version 1.3.0-3
[ ] call the version 1.3.1 and call the wrap version 1.3.1-1
[ ] not even make a wrap release
I chose the first option, since I find it more reasonable imo. Feel free to correct me.
This hopefully fixes a few issue with this wrap, we had earlier, like the incorrect tests on windows (see #1031)
