Rename xxhash.wrap to libxxhash.wrap #219

This matches the pkg-config name. Since this is a new wrap, I think it'll be fine to make this switch.

I don't have a strong preference but note that many projects have a "lib" prefix, which makes alphabetical sorting tricky as they all get clumped under "l".

That can definitely be annoying, but unavoidable in my opinion

I disagree the wrap should have the name of the project its for and not anything else

I really don't care. It's just it seems wrapdb has a policy that wrap names should be the same as the .pc file name.

Where is that policy noted? For all I can see all the other lib* wraps are named after their project

Feel like it was mentioned in passing on IRC/Matrix, but @eli-schwartz is the gatekeeper, so he knows the policies even if they are not documented well.
