Automate publishing container image #117

this ticket could use a more elaborate story. maybe describing the expected result of pushing a PR to master or release branch (snapshot images) vs. building from a release tag (RC and stable images)

Usually, some CI would build (at least) on new tag pushed and push to a container repository. Quay.io can do the container image build part but the binaries need to be made available somewhere.
