admin http interface #24

Add admin http interface for pulling out stats, membership, and triggering reseeds manually. @jdef @tsenart @karlkfi @sttts

mentioned prometheus earlier because /metrics endpoints are nice. k8s already exports some. i thought others on the mesos team were looking to exporting metrics in a compat format.
