dcos uninstall actually uninstalls everything cleanly

Suzie (service owner) expects that upon uninstall of kubernetes mesos that:

• all k8s tasks on the cluster are properly terminated (xref #573, #410)
• all state created by the kubernetes mesos framework is removed from the cluster
  • state in etcd-mesos (via #567)
  • state in iptables (via #353)
  • local disk files?
