Update demos to use Marathon w/ ip-per-container in 0.26 #76

This PR:

updates mesos to 0.26.0-rc3
removes the concept of "cluster-before" since traditional networking can be used on a calico cluster (since ip-per-container is opt-in)
updated the marathon app json files to request an IP

This PR does does not include changes to have new marathon apps statically request ips, as that is a phase-2 marathon change
