What changes were proposed in this pull request?

Resolves DCOS-49019

The core change is related to switch to DC/OS bootstrap script to use for both Dispatcher, Driver, and Executors for IP address resolution
Minor refactoring of Docker-related functionality in tests and extraction shared utils into a separate module docker_utils

How were these changes tested?

Integration tests from this repo

thanks for the review, @samvantran. One of the failing tests was a real issue which was fixed, another one was flaky due to shakedown (presumably) SSH issues.
