Update make script to support dcos-terraform instead of dcos-launch #570

Changes Proposed

Adds make cluster-create and make cluster-destroy directives in Makefile to support cluster creation and destruction respectively.
Updates Makefile to change some directives like make prod-dist and make manifest-dist to make spark-dist-build and make spark-dist-download respectively.
Adds dcos-terraform folder containing terraform scripts
Modifies integration tests to align with CentOS cluster
