Package search time out #1757

The repository for dcos is said to be Universe. However, my searches are finally ended with connection time outs.

PS D:\dcos-vagrant> dcos package search redis
Request to URL [http://m1.dcos/package/search] timed out.
PS D:\dcos-vagrant> dcos package repo list
Universe: https://universe.mesosphere.com/repo
PS D:\dcos-vagrant> dcos package search "big data"

PS D:\dcos-vagrant> dcos package list
There are currently no installed packages. Please use `dcos package install` to install a package.

This could have been an intermittent networking issue. Please reopen if the issue still exists and we can create a JIRA to track/fix.
