How do I make it stop saying "you cannot do this yet" #46

I made the command "/npc cmdadd -c skyblock", it says "you cannot do this yet" so I look at messages.yml or whatever it is and it says its for the cooldown so I do to add the cooldown "/npc cmdset -cd 0" and it says "unknown flag: d" which makes no sense
