Make use of official libplctag.NativeImport package

If you are interested - I've prepared a Pull Request for your fantastic library to make use of the libplctag.NativeImport package.

This package just provides the native libraries, and the relevant P/Invoke interop logic, and the various constants (Error Codes, Debug Levels, and Events).

The benefit to your customers would be:

• Latest libplctag binaries are shipped. These are usually released within a few hours of the core libplctag library being updated.

The benefit to you would be:

• When an update is released for libplctag, you can simply update which package version is referenced.
• Don't need to maintain additional copies of libplctag native libraries in this repository.
