Move to Debian Bullseye #3

This migrates the xdp-skeleton code to Debian Bullseye for bot the Vagrant setup as well as the Docker container images used to build the code.

Note that #2 is due to the Ubuntu Jammy kernel, as Debian Bullseye works fine.
