chore: clean up static folder

The following files have been removed

• static/draft-prorock-cose-post-quantum-signatures-00.html
• static/draft-prorock-cose-post-quantum-signatures-00.txt

The following are now available on gh-pages

• https://mesur-io.github.io/post-quantum-signatures/draft-prorock-cose-post-quantum-signatures-00.txt
• https://mesur-io.github.io/post-quantum-signatures/draft-prorock-cose-post-quantum-signatures-00.html

These were added by building the draft in the main branch, renaming the files with -00 suffixes, then switching to the gh-pages branch and committing.
