According to the textbook, " A use case describes an interaction between the user and the system for a specific functionality of the system."

Step 1 is not an interaction between the user and the system (step 2 is), it is merely the motivation for step 2, thus shouldn't belong in the MSS.

Relabelled to VeryLow.

Reason: Step 1 basically means: "User choose to...". While the phrasing is different, the intended meaning is still very similar.

Reason for disagreement: The intended meaning is quite different in this sense - 'choose' in this context would be a physical action within the application and therefore could be considered an interaction, but 'want' in most cases would be understood as simply a motivation. Moreover, even if it was 'choose', I believe step 1 and 2 should be combined as they are technically encapsulated within one single command and thus interaction.
