Add LICENSE.md #12

Add licence file to clarify that this is OSS that can be used based on this licence. Its the same licence that the iD editor uses https://github.com/openstreetmap/iD/blob/master/LICENSE.md

Alternatively the osm website uses GPL2 which seems to be the same but with more text https://github.com/openstreetmap/openstreetmap-website/blob/master/LICENSE

The license issue is complex enough to be resolved quickly.

I mean that it takes time to decide under which license to publish the code. The final concept of the project is not finished yet.

Hi @petrovnn thanks for letting me know, this is really good to know. I was really hoping for a very open licence – like most other stuff in OSM – so we can use your code as a base / boiler plate for a osm project we have been working on and thinking about in Berlin for quite a while. Your project looks like a great starting point for this.

@petrovnn any news on this, yet? It would be great to have an open licence that allows other OSM projects to re-use the code for similar szenarios.
