"SparkIV has stopped working" - Win7 x64

When I'm trying to start the program I receive the above message. What is

Addition: It crashes under Win7 6.1 (build 7600) final.

I'm having the Retail version of Windows 7 Ultimate (build 7600) on x64 (bit) 
and 
when i try to open it it crases right away. Help i want to use this one GTA IV 
Liberty City Stories!!! PC: Corei7 and Core2Duo and Nvidia GT140 and Nvidia 
GTS250.

Yes i have the same OS with 64 and, when start the spark, it crashes.

Fixed with a temporary version just for EFLC (Retail/Steam/D2D).

GamerzWorld this is happening for me with the non-eflc version. Everytime i 
launch it i get the error. EFLC version works fine for me

I already originally reported this issue, twice, and nothing has been done by 
the main developers in over a year that the bug has been active. The EFLC 
version does the same thing under x86.

I'm working to find the bug, but at the moment have to use an XP virtual 
machine to use it without it randomly crashing.
