Batch RPC Requests For User Polling Events - {X} META Bounty #1

We're fetching a lot of data which is tied to a wallet / user, these calls are able to be batched to reduce overall load on RPC which itself should increase responsiveness.

You can review this behavior by opening your network tab in dev tools, connecting your wallet to https://app.themetadao.org and then loading a proposal page.

This is also associated closely with the {Use Websockets For User Account Updates} and {Develop Data Indexing Solution}.
