Caching and cleanup to improve performance and reduce RPC calls

• Adding react-query to enable caching on a variety of network calls.
• Remove the constant 1 second re-rendering of the whole ProposalDetailCard(most of proposal page)
• Add new RPC nodes with more secure URL
• clean up excessive fetch calls causing other network calls Helps to address the underlying issue from: https://github.com/metaDAOproject/meta-dao-frontend/issues/1
