Force UTF-8 in SAFReader/Writer #14

No idea if this fixes the build, it shouldn't break anything at least :sweat_smile:

Quite certain that this is backwards-compatible, since UTF-8 and ASCII encodings are identical for character values 0-127, which are the only characters used until now.

The SAFTermReaderTests still pass on my machine. Also, currently running a full build just in case.
