I did see the issue tracker's template warning me not to post an issue if I can't or won't implement it myself. In this case, I can't (yet), having zero familiarity with MetaCPAN. @oalders reassured me that I could ignore that in this case.
Per conversation with @oalders in irc.perl.org #metacpan just now, it would be helpful for MetaCPAN administrators to have a means to delete or reset inaccessible MetaCPAN profiles. I have been told that doing so presently has no control panel methods, and would require editing data in the live ElasticSearch instance.
In my case, I am running afoul of attempts to link my PAUSE account returning empty JSON responses, a known problem. Using pristine browser profiles in several different browsers does not fix this issue for me. I suspect that this is because I have stale account associations that need to be removed. I would be entirely OK with having my profile (TEJR) deleted or reset if I could recreate or restore access to it again. I would guess that others could be in a similar bind.
