The pull request for the portal branch. This contains the implementation of the portal using the flask-session attribute. This also contains a new database column for Tag which will need to be migrated in the main. This column which I called "domain" for now is used to store the data for the tag that gets displayed on the portal home screen (ex: Tag=MATSCI domain=material science).
