NAP schema email change question #112

Was the following change to the NAP specification done for ECCC or FGP? Is this an HNAP requirement? Can this be done via the schematron. It seems odd to modify the NAP specification for one change? Just wondering if this should be reverted?

Previously value was minOccurs="0" from NAP specification

So the official hnap is optional, and our internal schema has this as required.

Options:

Change to validation via schematron?
Suggestion: make a config option, so ECCC can keep this restrictions.
