[4.2.x] Transition to schemas.metadata.geo.ca #323

This pull request prepares the 4.2.x branch for the relocation of hnap schemas and registry to schemas.metadata.geo.ca.

Thanks for the changes @josegar74 they make sense to me.

I am considering this PR approved ... and just blocked until @bo-lu is in position to update schemas.metadata.geo.ca content.

This PR is now unblocked, schemas.metadata.geo.ca is available.

I have tested after rebasing and fixing conflicts.

While I can always see more to improve this reflects the minimal change to reference the new schema location.

@josegar74 approved the 3.12.x backport so this should be fine also
