add button for gmd:language in gmd:identificationInfo #330

In FGP, the gmd:identificationInfo/gmd:MD_DataIdentification/gmd:language can be added reclusively by the user

The HNAP schema is lack of such feature. This pull request will update the existing template to have multilingual of English and French. Place such "add button".
