It was identified that there is no protocol called "'WWW:DOWNLOAD-1.0-http--download'" for identifying downloadable files

We should investigate to see if we did add that option to the protocols, would it affect records published to FGP or open data?
If no issues then we should add the new option that we can set permissions on those resources.
