Request NCBI project ID (for AIRR) #23

Create template and submission to obtain an NCBI project ID (for use in subsequent NCBI submissions).

Consider what interface to provide for best user value when interacting with NCBI. (e.g., simple message notification? special UI? add the project ID to a list within the user's profile?)

Only needed if we want user to be fully CEDAR immersed. There is an XML interface, but not sure if it is enabled.

Concluded that we don't have to support this, would rather make user face NCBI to request/create this ID.
