Translate instance of DataCite template to DataCite DOI minting REST request #1182

Using DataCite template (#1179) create code to translate instance of it to DataCite REST endpoints (#1180).

The cedar-artifact-library repo can help in this translation

Will eventually be deployed in microservice (based on #1181).
