Make the insert new field selector move along with the scrollbar #1203

When I scroll down, the insert new field selector disappears! It's a bit frustrating to have to scroll all the way back up just to drop a new field into the template. Check out the screenshot to see what I mean. It's making things a bit of a hassle.

Never mind. I think I got a glitch, it worked again after refreshing the page.
