While you may not want to finalize the link appearance until then, the general UI principle that's widely documented (and expected) is that all user commands should be visually responded to immediately. If the command takes time to complete processing, this is indicated with a progress indicator of some sort, indicating an action is ongoing.
If the system does not follow this principle, there is no way to tell that the command was executed. So you click again, restarting the command. This takes a long time, so you click again to make extra sure. I argue this is a UI fail. In the case of our system, I've clicked away from the page at least twice because it took too long to respond, until I understood that there was a delay.
