Because (our thinking went) in a long template with many sections, the user may not be interested in filling out or updating any of the first n sections. So we did not want to force them to close every section that preceded the one they wanted to work in—some early users were frustrated with that. (We may have been overly influenced by template editors, who will be frustrated much more; metadata editors are much more likely to want to start at the top, I'd wager.)
I also have a preference for opening the first element in the Template Editor - if it has no fields before it.
When you start populating a template, you see a template with no fields showing. User has to click to start entering data. Why not start with the fields open and the cursor in the first field ready for typing?
