Regeneration of Oxford MIRC resources #942

Oxford team will regenerate their Minimum Information Requirements Catalogue (MIRC) resources to conform to 1.5 version of CEDAR model.

Oxford have updated their generation code to conform to latest model. We are going to delete current artifacts and inform them when we are ready to accept updated artifacts.
