Present templates & elements situationally #326

A frequent complaint is that it's hard to tell whether the mode is template editing or element editing, and it's hard to switch modes when needed to make or edit an element while in template mode.

To fix this, change the UI so that users can work with either component in the same way, and can see/choose to edit the components they are most likely to want to work with.

For example, when in template editing mode, the user is most likely to want to edit or include an element, not a template. Whereas a person in metadata editor mode doesn't care about elements at all, and shouldn't see them in searches unless they explicitly ask for them.

This task is likely to require an extensive review of the difference scenarios and sequences users go through in working with the different components.

this is related to issue #230, template & element confusion. Users have a hard time understanding and managing the difference between templates and elements. One solution is to allow an easy conversion from one to another.
