Used CONTRIBUTING.md of metafacture playground as template and added information of Wiki Maintainer Guidelines and Wiki Contributor Guidelines. I marked some passages with (??) which I didn't want to delete but I am not sure how to adapt for metafacture-core.

I agree with the markers but am not the right person to suggest phrasing that fits metafacture-core. Unassigning myself. You may re-assign me when a final draft is ready.

When I opened another ticket, I saw that there is a tag for questions. Should community questions additionally to bug-reports be a topic of the contributing.md?
