Tidy up config files and README re: snapshot build #412

This came up again at #411. We should update the README and build.gradle to not publish snaphsots to maven central.

I think this is reolved with https://github.com/metafacture/metafacture-core/pull/473 and documentation of (snapshot) builds. Closing.
