Raise the minimum Java version to 11 #518

We decided to bring up our java code to a higher, maintained version. Raising java 8 to Java 11 seems to be a good start.

Would also fix https://github.com/metafacture/metafacture-fix/issues/283#issuecomment-1926581859.

After resolve we should release , see https://github.com/metafacture/metafacture-core/issues/515.
