Add missing concoct environment file #652

I got an error about a missing concoct.yaml environment file when trying to use concoct for binning. Added the missing file here.

I'm not sure if you wanted to include concoct in binning since I didn't see it listed in the template config, so if you for some reason were holding off implementing concoct then feel free to ignore this PR.

Me and others got repetely errors from concoct. Therfore I don't suport it. I think vamb works on a very similar principle.
