Add Timestamp to DAO URI and Sub URI #242

Problem

DAO URI data points do not have timestamps included, which makes is difficult to determine the freshness of data.

Difficulty

*Tiny: This is a project that one programmer or designr can do in a day.

Solution

This job includes adding a timestamp to the DAO URI when publishing. This solves part of the problem. We should also publish timestamps for data like proposals. The next step would be to include the proposal timestamp when we pull data from DAO Aggregators.

We now have a way to publish DAO URI via GitHub, which addresses the issue of Timestamp and version control
